what is the link between the rain and decreased IQ?

I would be intrigued to read a study identifying the mechanism of the causal link between the rain and the simultaneous general lowering of human IQ...
I am referring of course to the manner in which drivers become stupid when it rains. 
It seems that when it rains many drivers have difficulty doing things they ordinarily do perfectly well. 
Why, in the rain, is there a sudden obsession with hesitation? ...and an unwillingness to drive at reasonable speeds? ...and an almost self-destructive urge to brake for no apparent reason?
The increased frequency of accidents in the rain has very little to do with the effect the physical conditions have on the car, and everything it seems to do with the effect it has on the human psyche.
Modern vehicles driven normally (the way we all drive all the time) will handle the same in the wet as they do in the dry.
Therefore, if everyone drove exactly the same in the rain as they do in the dry, there would be no difference in the accident rate.
Hence, the only factor contributing to increased accidents in the rain is the human factor...
Which begs the question: "what is the link between the rain and decreased human IQ?"
